Giorgio Spangher

He is one of the leading exponents of the Italian Criminal Procedure and beyond. He was a lay member of the Superior Council of the Judiciary and is Professor Emeritus of Criminal Procedural Law at the University “La Sapienza” .
At the university “La Sapienza”, he also served as Dean of the Faculty of Law and also as Director of the Department of Legal Sciences and as Director of the Doctoral School in Public Law.

He participated in numerous committees of reform of the Code of Criminal Procedure, including the one that gave life to the current code, the “Vassalli Code”. He was a member of the Board of Directors of the Italian High School of the Judiciary and currently he directs several prestigious magazines related to criminal matters, including “Diritto penale e processo”, “Penale-Diritto e Procedura” and “Illyrius”; heis a member of the scientific committee of several other journals including “Giurisprudenza costituzionale”, “Studium iuris”, “Indice Penale”, “Archivio Penale” and “Cassazione Penale”.

He is an author of some monographs about Criminal Procedural Law and is the editor of the commentary on the criminal procedure code, known as Giarda-Spangher. He also works closely with the institutions of the Republic of Albania and Kosovo and, in particular, with the State Universities of Tirana and Prishtina.

He was repeatedly involved in institutional activities, as an expert, by these governments. In particular, in Kosovo, he founded the Italian Cultural Institute in Prishtina at the Faculty of Law, while in Albania he was a member of the Constitutional Reform Commission of 2015. At the Faculty of Law of Tirana, he was one of the founders of the “Cesial – Center for Advanced Training and Italian-Albanian Research” and of the periodical “Illyrius” and of two other specializedseries. He collaborates with the law firm as an externalconsultant, offering its expertise in the preparation of defensive strategies to be adopted in the most complex cases and in the drafting of opinions requested by the assisted parties or addressed to foreign courts.

Among the most important opinions issued, there is the one addressed to the Parliament of the Republic of Albania, drafted together with Prof. Law. Alfonso Maria Stile, in an international case involving the Public Prosecutor’s Offices of Catania and Tirana and involving the then Minister of the Interior of the Republic of Albania.

Currently, he offers an intense activity of support to the firm from a strategic point of view, with reference to the Affaire Metropole, which recently hit the headline due to the alleged involvement of ENI and to the members of the political party of Lega.
